I have a Certificate in IT and i can tell you know that deleting System 32 will fix all of your problems.

Do you really think Microsoft would be so retarded as to let a user easily delete a folder which would make the Operating System inoperable?
Jesus, there's a failsafe in all Windows OS'es, delete your sys32 and it'll restore to factory default sys32 (basically a new installation of windows without deleting user files) and get rid of any tracking cookies, viruses that may have found their way into there, also resets the registry for your drivers so it could fix possible problems with hardware.
