I was ranked 4/4 in my class in EE2 but got the highest exam mark (46) with an assesment of 35. But out of my class we had a film, speeches, poetry and a critical work - how can you compare such mediums?

By applying the same marking guidelines to every Major Work.

Coming first internally isn't neccesarily important. One of my friends, Anna who came first in PE in the state, was ranked second in our year (behind my girlfriend) who came twelf in the state despite having an exam mark of 96.

On EE2, although obviously they have to be compared by guidelines. All I am saying is that the different mediums on top of the inherent subjectivity of a major work make it incredibly complex to mark.
