Yes, you can use IBP etc. in 3U questions. But remember - all 3u questions have been designed with 3u students in mind, and if you go through the marking notes, you'll often find questions where they say '4u students who used IBP were not as successful as those who did x'.

There's usually a 3u level trick involved in the harder ones.
