maybe because 80% of 125% = 100% so going by this someone who pays 1000, will not have effectively paid 1200 (0.2 * 1000 + 1000) instead, the wole 1.25 thing indictes to me that they are taking that you have paid 80% of it, and they'll cover the other 20% ie, you pay 800, they'll take it...
