Papermate Inkjoy are the best all-rounders imo.... There are others that may be darker/smoother/more luxurious but in terms of price, accessibility and the least smudge/transfer - these are your best bet.

You're still eligible. You just don't apply for HECS until the end of next year/beginning of 2017 when you're enrolling in your course.
