I'm pretty sure it's the raw mark they got on the hsc exam not considering internals, and the HSC mark that they put there is the exam mark they got from NESA. So the marks on there don't actually count internals its only the external HSC component.
Considering this, I believe you have a fair chance at getting the offer, since you got an A in legal studies, But just make sure you try and smash out prelims and keep the A you have while lifting your other grades to maximise your chances.
