Some unis (such as USYD) require you to enroll in person on a certain time and date. If overseas you'll have to get somebody to go in on your behalf to do a proxy enrollment. Some unis the process is entirely online so all you'll need is internet access.

Always accept your offer and enrol even if you are wanting an offer in a later round. Your earlier offer may lapse if you don't. It's fairly easy to unenrol if you then receive a later offer.
