It's C because they aren't enforceable. The very definition of human rights are they are inherent, universal and inalienable which from process of elimination results in C. That said, many have signed international treaties, but domestic laws haven't been established to enforce those rights...

The specimen paper should be an accurate reflection of tomorrow's exam only because the specimen paper is to assist those who are doing the new syllabus. It's more or less a guide since there are essentially no past papers.
