    +1, that is the only way I know of learning it. You can also subtract the powers when you write in scientific notation and look at the jumps to figure out how many zero's if that's easier. Other than that, I guess practice is the key! :)

    As for your question from the 2007 paper there is a formula you could use: (n+1)*P/100 Where n is your number of scores and P is in this case 40 as you want the 4th decile. There is another method-- of dividing the graph once again that most maths general maths books use from memory.
