Offers in the February rounds are for the same start dates as the main round correct?

New school or not, it should be there. Your assessment mark isn't based on your actual marks. The number is based on your ranking and your school ranking. Your school is probably ranked low.

Would getting good grades in an unrelated course at a different uni still allow me to transfer to the course I want?

I missed the ATAR cut-offs for a course, would the uni prefer I do a different course in their uni, at another uni or doing a tafe course? Do unis tend to pick students on certain pathways over others?
