I think people get points if they're in the bottom 25% of socioeconomic status - This would obviously include people in Sydney, but also many regional/remote students who are disadvantaged because they don't have as much access to education resources. This isn't just external tutoring, but in school too; schools with lower funding/of a lower decile would have less experienced/committed teachers, higher rates of student trouble and less resources to boost education. Also, lower socioeconomic students (especially remote ones with less access to public resources e.g. libraries) would have less access to textbooks and paid online services, often having to work to support themselves or their family which in turn detracts time spent on schoolDumb. If so, then half of Sydney would get these bonus marks. Very few families have disposable income to send their kids to tutoring.
