Kinda. I guess its one of those questions where there is a 'more correct' answer. As such we don't know what questions were asked, so i would just go with C.

Yes conspiracy is a preliminary crime, however you are getting 'attemps' and 'conspiracy' mixed up.


Attemps- Crime has not yet been carried out because the person who intended to do so has been caught in the planning stage or in attempt to carry out the crime.

Conspiracy - Two or more people jointly agree to commit a crime or unlawful act(s) together
