1. Choose a gelato flavour for the bottom scoop... 4 ways
2. Choose a different gelato flavour for the middle scoop... 3 ways (since we want different flavours)
3. Choose a different gelato flavour for the top scoop... 2 ways

Total ways = 4*3*2 = 24

Desired ways:

1. Do NOT choose chocolate for the bottom scoop... 3 ways
2. Do NOT choose chocolate for the middle scoop... 2 ways
3. Choose chocolate ... 1 way

Desired ways = 3*2*1 = 6

Probability = desired ways / total ways = 6/24 = 1/4
