"a cancer that the good people of Trinidad wanted cut out of society"
Symbolism: cancer symbolises the pain the "cancer" is to the "good people".
Analogy: "cut out" creates a parallel between Trinidad and a surgical operation and implies Trinidad is being repaired.
Metaphor: obviously, they didn't want an actual "cancer...cut out".
Personification: you can probably say that the "cut[ting] out of society" personifies the "good people of Trinidad".
