The Board of Studies provides the following services following the release of results:

Results Check
A clerical check to confirm that your papers and marks were processed correctly. See below link for full range of checks included.
This is NOT a remark.
Available: 15 December 2011 to 27 April 2012
Cost: $29 for English Standard or Advanced, $15 per course for all other courses.

Raw Mark Report
The raw marks you received in the exam. These are the marks given to you by the markers before they are aligned.
Available: 19 December 2011 – 27 April 2012
Cost: $5.25 per course + the cost of a results check if not already ordered.

i find it RIDICULOUS how you have to pay for a clerical check

if there was a mistake, they should refund you the money (and even pay you for godssake for their stupidity)

But if it was for free, everyone would swarm in to have their marks rechecked and it would just cause a huge problem

The mistake will be adjusted for in the clerical check; however your mark cannot be lowered.
So if we think they made a mistake we call them tomorrow cause it says from 15th it allows you to check but our ATAR gets released then so can the ATAR change if they were a mistake?

Yes, you will be notified of your corrected ATAR.

If I got 91 (exam mark not overall) in chem and when I came out of the exam I thought I got 90 raw (84 at worst), should I request a clerical check? I did Catholic trials and got 87ish but I thought the HSC was easier.

My parents seem to be interested in doing this for my English mark.
They don't seem to understand that because our text didn't work for paper 1, that our entire classes mark was significantly lower, and therefore, my mark was also significantly lower.

I'm a little unsure of if I should or not though; I didn't think that my English mark would be as low as it is, but I'm a little weary of spending my money on something like this... :/

Averaging out those years, 1484 people apply for the recheck and 18 clerical arrors are discovered. So going off that information, in this years cohort (72,000 iirc), approximately 864 students could have clerical errors in their marks (1.2% of the cohort). Food for thought for those who are considering applying for a recount.

Note that they actually mark much more harshily for Chemistry in the exam room than in probably any school in NSW

so where you may think you did something right, you probably didn't hence resulting in lower mark than expected

May I ask where you get told this?

Every time I have marked we have been told to award as many marks as possible - and from talking to other markers in other subjects they are told the same thing - to be a generous with marks as possible, unlike how we are at school, where we are harsh to try to get students to do better.
