What is his motive in doing this?

that's impossible they all have to take place at the same time otherwise they're not held at all

? usually they're only rescheduled if they have 2 on at the same time, in which case one would probably be moved to later on in the day and they have to wait in supervised isolation in between

happens for ppl who do small cohort subjects where BOS can't fit in somewhere else, some girl at my school is apparently 1 of 5 in the state to do two particular courses, so those five will have 1 of their exams rescheduled

Every year there are some students who end up with two exams scheduled for the same time. They do one exam in the morning and one in the afternoon and are supervised in between.

A couple of years ago they had a situation where some kids had three exams on the one day - 2 exams at 1.5 hours each and 1 three hour exam. They were given the choice of doing all three on the one day or having one deferred to the next day. At one of the schools where this happened one student opted to do the exam the next morning but the rest of the cohort did it the evening before - there were, I believe stat decs signed to say that they didn't have contact with the student doing the exam the next day.

This can also happen when a student with two exams scheduled at the same time also has another exam on that day - so three scheduled exams on the same day - as far as I can remember I can only remember this happening once but again the student was able to do one of the exams on the next day.

Some students with conditions like chronic fatigue, sleep apnea, cystic fibrosis cannot work in the afternoon so they do the exam the next morning and sign a statutory declaration that they know nothing about the exam.
