So today I found out that my brother, whom attends a different school to me, attained 18.5/45 in AOS and 22/60 for modules. The school he goes to did not attain any band sixes last year(highest was 85). Does it look like he will receive and illusive band one?

You have to be really horrible for band 1. A mate of mine got like 43 or so out of 105 for his english trial and he recieved a band 3 + an ATAR of 50.

Probably not. They're not too bad marks. They're not good at all, but there are worse marks out there.

Those marks are 17.5 and 21 too high for Band 1 respectively, imo.
