Strictly answering the question, yes of course it's ok. For heaven sake anyone whose happiness is genuinely compromised by it need to get over themselves. But it's not a good thing, it doesn't do communication or society any favours. Essentially it's an ugly little blemish which isn't worth getting hepped up about but the less it crops up the better frankly.
