Can a student receive an ATAR of 99.95 in a very low ranked school, and if they can what marks do they need to get?.

Answer to the first of your double barreled question is yes - anyone in any school can get 99.95.

As for the second part of your question, very very very high (in every assessment and the HSC itself).

Yeh, you can get it, but it's highly unlikely...

Just get the highest marks that you can.

back when the uai system a couple of years ago was present someone in my school got 100 and my school is ranked in the high hundreds

Yes. Internally you'd need to top your year in pretty much everything. Externals you'd need to do extremely well.
