umm, if i remember correctly, policies implemented by govt. was in a few past papers ive quickly looked through, so i think you should go over it.

also, the phillips curve isnt important, but deserves a mention in essays concerning fiscal policy etc.

You should have went to a holiday course...

Personally I found the leading edge one was very good, it went into very good detail and there was some stuff that even I didn't know before. It was very helpful. Not trying to advertise them, but I was having trouble deciding whether to attend their holiday course or not (a few months ago - I posted a thread and no one replied) and found it really good. Because you've asked a lot of economic questions, I thought it might help.

To answer your question government policies are part of Topic Four. In economics, a lot of things are interrelated; so your textbook may have included some things from Topic Four. Also, just because something isn't in your syllabus doesn't mean it isn't important this is especially true in History Extension, there's no shit on what we're supposed to do on our own topic - but your "obviously" meant to do the five key questions in your assignment

Oh realized i didn't fully answer your question.

Phillips curve is actually part of the syllabus, if you consider it under the topics of inflation and unemployment...
