While the law (both nationally an internationally) is really fuzzy regarding jurisdiction and the net... I think you'd find the act of publishing illegal 'speech' from an Australian computer places you within Australian jurisdiction.

No, the High Court said there is an implied right to freedom of political communication, which is not the same thing as free speech.
