You can't do a subject in Yr 12 without doing Yr 11.

I mean I'm sure many people would be capable of picking up a sub without doing Yr 11, but it's against BOS rules. (Unless of course, extension subjects you can't do till Yr 12)

Actually im pretty sure you can, but why would you put that burden upon yourself, seriously. Learning Y11/Y12 and other subjects-Your are going to suffer somewhere.

Really? A girl joined my PDHPE class in the first term of yr 12 after she dropped one of her subjects

If the principal is prepared to sign off that a student has meet some of the outcomes of the Preliminary course then a student can enter a course in Year 12. My Principal, when asked, has insisted that the student completes one research task and the yearly exam but they can use their books to do both. Once they have done that he is happy to sign them into the Year 12 course and the BOS is happy with that.
