When a rate of change is a constant? (1 Viewer)

A question I just did asked to identify when the rate of water draining from a tank was draining at the fastest rate. I solved the second derivative and got a constant. The solution said that as the rate of drainage is a constant, check start and end point. From that, a new answer was deduced.

Can somebody please explain this? I have never come across a constant as a rate of change.
