well obviously it is. it's got a "?" at the end of it.
The question mark does not make it a question, if it is not in any sort of interrogative form then it's not a question. Users can however go off the title of the thread which is a question.

Either way I don't watch much TV so I don't care.

The vast assortment of reality shows

And then:
Bring back the old host of Ready Steady Cook, Nick Stratford

And ta dah! TV is suddenly a lot better.
