In the UAC Guide, it gives the cut-off marks for 2003 and 2004. Does the 2004 cut-off mark refer to the class of '04 or are the cut-off marks assigned once all the marks and preferences are in?

The latter.

The 2004 cut-offs were what you needed to get in during 2004 (i.e. this year).

The cut-offs for next year (2005) won't be finalised until preferences are locked in.

Last year there was a rush to get into uni for all students due to some fee increase or something and entry into uni from 2005 onwards could increase-someone verify for me what this increase is.

some unis aren't raising fees... there's a new system being implemented, called HECS-HELP or something. if you pay upfront you get 20% discount instead of 25% discount under the current HECS system...
