UAC/Application and selection (1 Viewer)

This is my third time applying via UAC and im still confused about the selection process especially in regards to non school leavers just wondering if anyone can link me to any posts/articles that explain in detail how UAC works.
Also have a few simple questions:
1. Is the selection/assessment of students done by UAC or the University being applied to?
2. Are all applicants for a course assessed and put onto a list then the top students are selected?
3. UAC have so many students apply each year so other than calling them and asking (this usually doesn't ease my discomfort) whats the best way to check that all forms and and any other requirements are properly completed?
4. Anyone tried the UAC QAS service? What did you think of it?
As Ive said this is my third time applying since all 3 times (i am mature age so i may get lucky) i didn't get into UNSW (construction and property) but this is my last time applying if i don't get into UNSW ill be happy with UTS, i have no desire to go all the way to Penrith UWS (i don't really care for prestige but Penrith is so damn far and the prestige would be a good bonus)

1) If you are only applying for uni entrance and not using their AES, Equity scholarships, etc options then all they really do is once they receive your atar (or whatever) they send your info to the uni and they decide if they want you or not
2) i believe that everyones' info is sent to the uni (you will get a chance to be assessed)
3) normally it's easiest to keep your own personal checklist, or to double check with them (if you dont like phone) you can go through an email.
4) don't think i have tried it, but i will personally promote their over the phone service, they have given me the best customer service ever! (if you manage to get through)

If you are already in a uni and want to transfer, it may be necessary to contact your uni and then the other uni to see if you can transfer over into theirs (if it is a similar course).

In the end I'd recommend calling them and seeing if you are doing something wrong which is causing you not to be accepted or if their is a different method you can go for to try and get in.

My advice may not be completely accurate, so anyone else feel free to correct me
