I am a first year student
if i want to transfer from one uni to another for next year do i need to apply through UAC like everyone else by September 30th?

Yes you do, and you will also have to check if the course/uni you want to transfer into requires you to hand in extra documentation like UTS requires a personal statment for most courses.
