A friend of mine got 99.4 with an 88 in English, and those were her only units of English. There were quite a few people from my school who just missed out on an all-rounders award but got over 99. Go play around on SAM to get a feel for it, but its quite possible. In fact, its possible to get 99.95 without an english band 6, but that involves lots of 98's.

you will need probably band 6 in 8 units and perhaps do hist extn, a distinction course or MX2/EX2 to sneak in a band 6. I don't think just low 90's will cut it seeing that I missed out with 4 band 6's and MX2 of 92. You'd really need 92-93 marks or two 95+ marks and two 90-91 marks for low scaling subjects.
It is false, provided you have high-scaling subjects, as has already been pointed out. However, if you've got subjects such as mine, e.g. Business Studies and Legal Studies, there is no way that you will get 99 ATAR if you don't get a band 6 for these (unless you've got like 98-100 in the others, which is quite unlikely haha!)
