Film Noir: meaning black film. Refers to a type of narrative usually set in some gloomy urban environment [such as New York or Los Angeles]. Characterised by a great many night scenes, in darkened rooms, alleys, rainy streets or foggy docks. The word noir is literally a reference to the visual style of such films, the dark looks of scenes, it also however a metaphoric term; these films also portray a dark view of life. BR is a dark view of future, set in a place of dehumanisation and despair.
Btw, this is referring to Blade Runner.
