Here do you draw the line between phased conversion and pilot conversion? Phased is focused on changing access to features, pilot is focused on changing access to people.

For example, if an airline decides to implement a new booking system, but rolls this out on a few specific domestic routes first, is it phased (because anyone can travel) or pilot (because it will likely only be used by a specific group of people)?

if it gradually adds routes it is phased, if the few specific domestic routes are all that there will be then it is pilot.
