Reorienting health services is about changing the focus of current health services from curative/treatment to a prevention focus.
So, at the moment the Gov spends alot of it's $$ on treatment of cancer - reorient health services would suggest we should spend more on prevention.
Eg 1 Gov provides funding for health promotion officers who go around to schools, sports clubs etc and encourage sun safe practices.
Gov provides funding for medical research (cancer in this case) to learn more about the disease, risk factors or even prevention strategies.
GP's instead of treating cancer, spend more time and effort in preventing cancer eg they visit local schools and run prevention talks with kids etc.
In the long term, prevention strategies will always be more cost effective, therefor saves the Mr Rudd and the tax payers $$$$$$
