hey does anyone have any information or know anything about the limitations of international law in the protection fo rights?

*Difficult to get a consensus on what rights should be enforceable different countries have different values and cultural beliefs.
*Difficult to enforce international law as most things such as UDHR are not binding and also what can be done to enforce them, each country is own soveregn state.
*Who should enforce rights and how?
*Rights can be violated without the international community knowing.
