i m currently in year 11 at the moment but i m already thinking about what songs im going to perform for the HSC. i was wondering if the Tender Surrender by Steve Vai is a good song to do.

Any song is a good song to do as long as you can play it exceptionally well and it provides some sort of stylistic understanding of your instrument. Also, if it doesn't, you can change the piece and add solos, improvisations, etc, the markers don't have to know that you change it, just as long as it sounds fitting to your elective for each piece (if you haven't heard about electives, you will)
