Fundamentally, a business report is just an essay with headings, diagrams and graphs, which cuts straight to the point (i.e. doesn't beat around the bush).

The typical structure of a business report is...

It starts off with an executive summary (which is like an introduction to an essay) then you'll have headings + subheadings on top of your ''body'' paragraphs (note that a business report is flexible in the sense you can use dot-points and add diagrams like the Product Life Cycle for instance and whatnot) and you'll finish off with a conclusion or recommendations paragraph.

EXECUTIVE SUMMARY
- This report aims to..... [address the question]
- Overview of what you'll discuss in the report. So a brief outline of the influences/processes/strategies (for Operations/Marketing/Finance/HR) that you'll talk about in the report. Maybe have 1 sentence explaining the firm's current situation.

1. MARKETING STRATEGIES
1.1. Product
- Topic sentence
- Content --> explanation, evidence
- Link back to the question

Essentially TEEL/PEEL.

1.2. Price
- Do the same.

1.3. Promotion
- Do the same.

1.4. Place
- Do the same.

2. INFLUENCES ON HUMAN RESOURCES
2.1. Stakeholders
.............

2.2. Legal
Clearly, there are various influences on Company XYZ's human resource management as detailed below.
2.2.1. The Employment Contract
......

2.2.2. Antidiscrimination and Equal Employment Opportunity
.......

2.3. Economic
.......

It's good to number your headings and sub-headings (it's not 100% necessary but its a good habit to get into). Your main headings will usually be something like Operations/Marketing/Finance/HR Influences, Processes, Strategies or Effectiveness of HR. Meanwhile, your sub-headings will usually be named after a syllabus dotpoint and I gave some examples above. Note, you'll probably have to cover 2 topics for a business report in trials and the HSC and for school assessments, it's probably going to be 1-2 topics covered.

CONCLUSION/RECOMMENDATIONS
- Sum up everything --> relate it back to the question
- Then you can write some fancy statements about what the business can do in the future (so some other recommendations) if you have time.

Also, avoid using 1st person in your business reports AND ALWAYS mention/relate back to the given scenario/stimulus!

Hope that helps.
