Is it better to first read over your notes and remember most of the content then do past papers or while doing the past papers you look over your notes for any questions you cannot answer.

I recommend that you learn all the content first and THEN start doing practice papers. I think then you can actually do exams under exam conditions and work out what areas are you strengths and which are your weaknesses, and then as the HSC approaches, you can work on consolidating your strengths and improving on your weaknesses. I did tonnes of practice essays under exam conditions and I think that it really just helps to get your mind going when you do it like that, really trying to link across all the topics of the syllabus under the pressure of exams. I guess it isn't really much use to you if you can pull off a perfect essay in 3 hours while typing it on a computer, because you won't have that amount of time nor will you have that sort of resource in the exam itself. So definitely, learn the content, learn all the key words, formulas, and even formulate some essays plans and see how that works for you! Hope that helps! :)

Understanding the content is vital to this course and when you grasp that, attacking a large variety of past papers should do the trick.
