Say you pick a single degree when offered your courses. Then while doing the single degree u average a certain GPA to be eligible for a transfer into double degree with your current single degree aswell. All your single degree units will count towards the double degree right? You just have to do more units of the new degree now compared to the original degree, so you are not really at uni any time longer than if you didnt course transfer and got into the double degree straight away?

Most of the single degree units that you have already done will count towards the double degree. Some that aren't needed for the double degree will not be counted however (e.g. if you're going from mech --> mech/comm there are a couple of subjects in your first year that you do in mech that don't count towards the mech/comm degree), and this will mean you will need to stay at uni for another semester compared to if you had started with a double degree (so for a 5 year comm/engg degree you'd need to stay for 5.5 years). You'll need to check the uni website to see if it'll be similar for whatever you're planning to do.
