Yeah, that's the amount of reputation they have, not their reputation power. Two different things.

That's because not many people have repped him/her. You may gain a bit of rep power by being a member for a long time, but you don't gain rep if people don't rep you.

Rep power is the amount of rep you can give to someone in one go.
Your rep is a collection of rep that others have given you.

The rep section of FAQ needs to be updated to include things like

Why do I get different amounts of rep from different people?
> explain rep power and the factors behind it

How do I acquire rep boxes?
> explain how they are a reflection of how much rep you have
> how much rep is required for each box

I tried to rep/neg someone. Why did it not work, instead turning up as neutral?
> explain that the user may either have no reputation power due to their negative reputation, or that the rep-giving "does not satisfy the criteria set by the administrator" < this point is very vague, what exactly are the requirements? Even I don't know and would like to know.

You know, questions like these have been asked enough times to become FAQ.

Oh, and you know how there's a list of user titles with their relative post count numbers? There should be one for rep levels as well.
