It can be those organisations that some sectors have, such as Australian Dairy Corporation. These lobby or advise to government about policies and legislation regarding that sector. A big one is ANZFA and AQIS, which I think you should know their role anyway.

ANZFA is now called FSANZ though, I think it changed a couple of years ago
