ok, here's an outline of what you should be talking about...

define fiscal policy
outline australia's eco objectives
explain how fiscal policy can affect each of those objectivces with up-to-date stats
describe their effectiveness
use the 04/05 budget to explain what gov has targeted this fiscal year
forecast its effectiveness
suggest future fiscal policies that could help gov achieve their objectives

If you have the time, go to a uni library and look up some advanced terms that are still on the topic, and throw these in there. You make yours stand out, and your essay becomes super sexy.

define F.P - why is it there? what does it do?
discussion of Keynesian F.P - effects of budget deficits and surpluses
discussion of contempory F.P - refer to crowding out and crowding in
discuss the trend and comment on why these trends exist (use other economic indictors too... not just budget outcomes). go into the effects of the budget outcomes on these indicators.

Rorix is right. Ridiculously easy if you know your F.P.

since the howard government came into power they have been aiming to reduce their foreign debt with constant budget surpluses. however, their surpluses have been thinning out dropping from $3.0bn in 03-04 to $0.7bn in 04-05, possibly because they are repaying more foreign debts.
but they certainly do not just leave the debt lying there due to the chances of 'debt trap'

Do we have to know these two types?
Because I have only heard about them in sample answers.
