In Sam Davis' book, it states on page 83 a question under the heading of "Is it operationally feasible?" a question, "Can we retrain/redistribute existing staff and resources to this project? How would this affect other projects?"

What does this mean?

ie, is it practical to do this project. Is there the man power for it? If people have to be transferred from other projects, how might that affect the other projects?
