If i were to gain a UAI of 100, would the relevant universities for all 9 of my preferences offer me a place in the course, up to me to decide which ones to decline and which one to accept?

No you will be offered your first preference by UAC
Some might try and offer you positions outside the UAC.

No that is not how it works.

What happens is they only offer the preference you are first able to get.

You do not get 9 offers.

ok great, thought so...but also thought the way it worked was the student with 100 UAI would get carte blanche.
