If you're desperate enough just use a proxy/vpn

Yes you can...but just in case, authorise permission for your parents or something to carry out decisions.

You could allow a friend or maybe a close family friend to act on your behalf to check your offers, HSC results and Atar for you and they can call you to let you know about all your results. If you can't do this, maybe contact UAC and BOS to check your results for you,
