Depends on the question,
There's always 3 parts it seems to the question.
Usually the time/amount you should write for each of the 3 parts should be around 20/30/50 or somewhere around those numbers. It depends on the key words they use, so know what describe, assess etc means off by heart cause usually they're a great indication of how much you should write.
What unLimitieDx said is right, use executive summary at start, make it simple and let the marker know what your report is about. Headings etc.
I commonly use 3 big headings (3 main parts or however many the question is asking) and within them, sub headings cause usually each part address more than one thing, ie asking for TWO strategies, so 2 sub-heading about the strategies.
and always relate your point back to the case study cause if you don't or make minimum reference, max you can get is around 12-13.
