So I have written some notes for chemistry (only a bit of production of materials), but I stopped because I couldn't remember anything that I wrote, even if I understood it.

Instead I just read the textbook and ahmad shah's notes + tutor notes and do past paper questions for specific focus areas (open book). I find that this is way better than writing notes, in helping me understand and remember the content

What do you guys think?

I've always been someone who writes notes, so I still do it out of habit. I usually try past papers after I have memorised the content, and I find that doing more of them does help with reinforcing the information. But if it works for you to try them open book, then that's fine too :)

Not speaking directly about chemistry - but I feel past papers are a really good way to consolidate information instead of memorizing per se.
