like is there at least 1 person for each 0.05 increment up to max uai?

lke 30.05, 30.10, 30.15, 30.20...99.80, 99.85, 99.90, 99.95, 100.00...?

or is it possible for some uai increments to have 0 people allocated to them?

Your UAI is a rank, and approximately 22-25 people each get assigned a UAI rank based on increments of 0.05

Yeah.. All the people who did their SC but not HSC fall below the 30 mark as well as a few people who did do their HSC, so all the increments between 30.05 and 100 are filled
