If you see someone get a UAI of 33, do you assume that that person has learnt nothing from their courses of year 11 and 12?

If not, what would you say is the point which indicates nothing learnt in years 11 and 12?

I am aware UAI is rank, and not a mark. But what UAI ranking would indicate nothing learnt?

33 UAI is the lowest possible. They won't give anyone a UAI lower than 33.
It doesn't mean those people have learnt nothing though, as they surely have.

Who cares what the lowest is.

The low UAI just resembles the amount of work put in by the student or the different situations they were in and couldn't perform to the best of their abilities.

I wouldn't say UAI is proportional to the amount of work
There are many external factors which need to be taken into consideration

If they get zero for their HSC Mark for all their subjects, which would equate to Less than 30 UAI anyways.

However, they could have learnt something and gotten a zero, could have learnt/know everything but - non-attempt?

That's my 0.2 cents

True, but even if your were in very difficult circumstances I'm sure a uai of 60 could be managed. In my experience, most people who get a uai of below 30 do so because they don't care.
