Is it possible for someone to state rank in multiple subjects including English and still not get a 99.95?

Especially not performing well in English, as it can significantly drop your ATAR. All the 99.95 students would have guaranteed a Band 6 (can afford to be on the lower side of E4 if their other subjects are exceptional)
