Personally found 2911 harder than 3911 because it's more content/more theoretical. I think it's harder to get marks in 2911 than 3911 but I guess it depends on the person.
If you choose 3911, you would need to attend extra class for advanced content outside of normal lectures (it's only for 1st section). If Qiying Wang teaches that class again, you probably wouldn't understand anything he explains especially through his broken english. I don't think anyone...
I think you should be fine. There are some things you do learn in STAT2911 that is applicable in STAT3911 but I think the lecturer does review/go over them again.

If it's just the lectures it clashes with then it should be fine since most lecture material is uploaded online anyway. Only time you would need to come in is for quizzes and briefly at the beginning of lecture to hand in assignments.

I'm pretty sure it's unlimited. Best way to do these quizzes is to talk with your friends and compare answers or actually read the info carefully again.
It's really up to you if you feel the timetable is most suitable. From my view, the timetable is fine. There's nothing wrong with Thursday, early finishes are great!
