Double check if this has changed, but in my first year (I'm in 3rd now), I completed 2 BA core units, as well as a key program unit and an education unit rather than an open elective. If you have completed BA Core units and Key program units it SHOULD be ok for you to transfer. I'm not too sure...

Most units don't expect you to register for a lecture, unless there is limited spacing or the option of either face-to-face and online lecs. Generally speaking though, if it's "not enabled" as dikson said, it means you don't need to register for it, just turn up.
