I disagree. I think even a whole number difference makes a lot of difference. I can speak especially for people who are getting over 95, a whole number IS massive.
Honestly, I think scaling is a very fair process. It ranks you with every other student in the state. So for example if you get 95 at a school that is coming 100th in the state, but someone from the top 10 schools gets 92, but if he/she studied at your school and sat for the same exam standard...
